| Historically, the De Beers internal transfer-pricing policies and price setting were, to make an understatement, rather opaque. Over the past 15 years, since Gary Ralfe first assumed the managing directorship, trading activities within the Diamond Trading Company (DTC) have become quite transparent, are well defined, and are a "far cry" from the past. But, apparently, it still not good enough, as the Botswana government insists on being allowed to market some of the rough output independently - just to verify the De Beers prices.
