In this issue: At a recent closed meeting between African Members of the KP’s Civil Society Coalition with their Canadian “leader,” Partnership Africa Canada, several members argued for ending the boycott of the KP’s Plenary under the UAE Chairmanship. However, PAC’s Alan Martin opposed any relaxation of the boycott, apparently saying that the governments of PAC donor countries prefer the continuance of the NGOs’ boycott. If this is true, it would gravely undermine the basic governing principles of the KP’s tripartite basis, and the independence of KP’s Civil Society Coalition would be severely compromised if its donors were allowed to dictate positions.
