Chaim Even-Zohar, Tacy Ltd.'s principal shareholder, has been associated with diamonds since the early 1970s, when he arranged the Israeli government's rough diamond purchases from the U.S. Strategic Stockpile. Thereafter, he served as deputy director-general of the governmental Pituach Diamond Corporation acquiring rough from Sierra Leone, Central African Republic, Liberia, South Africa, Guinea, U.K. and Belgium. After a short stint as a manager at a bank's diamond branch, Even-Zohar turned to journalism and consulting and established his own companies. Born in the Netherlands, Even-Zohar immigrated to Israel in 1965, serving in the Israel Defense Forces as a parachutist. He earned a B.A. in journalism (California State University), and M.A. in International Communications (American University, Washington, D.C.), followed by doctoral studies in Economics and George Washington University and at the Johns Hopkins University.
